Lugia being captured and using Aeroblast is one of my favorite scenes from the second Pokemon movie. It's just so brilliantly done! According to sakugawiki famous FX animator Shoichi Masuo (増尾昭一) was in charge of the attack, explosion and Lugia's fall scenes.

[Speculation] If the artist who comes up with the (finalized) designs is the same who draws the model sheets (which has happened before, see @JamesTurner_42's work for example) then Mizutani also designed the rest of Trial Captains. These are clearly done by the same artist. 🤔
