I'm pretty sure Sugimori did the artwork for these NPCs. Why not the art for the main characters or the new pokemon?

Now take a look at the new starter's artwork. Quite clean isn't it? It doesn't feel like Sugimori did it at all.

Sugimori's lineart always has this sketchy look. It's quite noticeable if you zoom his art.
