Rule Boxes have been a thing since way back in Neo Revelation, although at the time they weren't in a box, with Shining Pokemon. RSE's exs and shinies would also have them, then lv Xs and Legends.
Modern cards explicitly say "EX-rule," "GX-rule," etc.
I want to take a moment to mention a really cool thing Pokemon started doing recently in the TCG.
We always have weird periods where generations change and mechanics shift, so Pokemon created a new umbrella term, Rule Boxes, as seen with Gloria.
Fourth: Houndoom - Her classic ace needs little introduction
Fifth: Umbreon - Her most iconic Pokemon. Captures, all three of her traits, happiness, night, and dark type
Final: Tyranitar - I went over why I think they work well above, but to summarize, Dark, and lots of love.
So, here's a team of 6 I think would work for her as a champion
Leading off: Crobat - Night and happiness evo + some parallels to Silver
Second: Misdreavus - ghost found at night and matches her aesthetic
Third: Starmie - Strong water type that can be associated with the night
I have a longstanding issue with Pokemon Gold, Silver, and Crystal. Namely, that Lance is not a good pick for Champion. He's a returning character with little depth and a very shallow team.
So, as I sometimes do, it's time for me to make a case for Karen as champion over Lance.

Sada on the other hand. I legit stopped and rewatched for a moment just to process how happy I was to see her.

And, as for story, and new designs, Pokemon Legends Arceus would deliver that and more.
But as for the base gen 4 designs, they're still relevant, effective, and reflective of the franchise.
After all, nearly 20 years later, Cynthia's design is still the gold standard.
