Kazuya Takahashi is an illustrator & artist working at Square Enix and is best known for his work on FFXIV.

His official job title for FF16 has not been announced yet but we know that he's responsible for the Clive & Joshua key art:

Hiroshi Takai is the director of #FFXVI and best known for his work on the SaGa series as well as beeing a key member in the rebirth of FF XIV. In 2015 he left the team to begin work on the next mainline Final Fantasy.

(He also directed the 2008 released RPG 'The Last Remnant')
