10. Rugal Bernstein
He's just so iconic that it feels like a piece is missing from KOF. But it was a VERY good decision that SNK kept him out of Ash Saga as he was a bit overused in classic era. If Rugal does indeed return, he should be like an Alt/Bad ending boss, like Adel 2003
