I think all the plushies represent tsukasa, and the reason hes shown to puppeteer them is because he puppeteers HIMSELF, hes willing to do anything for the show and doesnt see his own health as important, hes just a puppet for a show

In tsukasas card you can see thats hes controlling the plushies and in the others theyre playing with the plushies just like how the plushies in the wxs sekai are created FROM tsukasa and the personalities he gave each of the plushies when he was playing with them (1/2)
