He's a robot made by Eggman/Mr.Tinker who's trying to become the one and only true sonic by killing him, he's very friendly to mostly Tails tho because he was built especially for him to trick him into getting close to sonic

@KaOs_32 A creation made by Mr. Tinker/ Eggman originally made to protect a village when sonic wasn't around but after Eggman had come back around and went back to his evil schemes Wind-up was repurposed to kill the very hero he was meant to be, he was given to Tails as a gift.
