This last step I take for stickers or transparent images, I'll throw up a contrasting BG color and draw in a white outline. If you're drawing app has an outline feature, feel free to use that! Mine doesn't do I draw it manually.
That's my typical process for simpler drawings!
For shading, I grab a shade that's related to the brightest color in the pic, offset with a cool color. So in this case, the red tie offset with some blue gives me a warm purple tone to shade with. For this layer, I will multiply the layer and reduce the opacity to around 50%.
If you're working digitally, by all means use the paint bucket tool to fill in big areas of the same color. For smaller details you can absolutely go in an pen them in, and make sure you fill in the small corners that may be missed.
