This sequence might not be super flashy but the quality of the cut is incredible, the drawing and timing are just perfect.
Maybe animated 原画 by Shin Matsuo?
The amout of lines in that cut is absolutly stunning, I don't even try to imagine how much time and efforts the Key-animator and Inbetwenners spend on it.

I remember watching this episode the same day I watched Devilman Crybaby episode 9.
It was... hard.
Kou Yoshinari (吉成 鋼) is one of the best FX animator in the industry, his 2D effects are so good that they are often confused with CGI FXs.
His fire FX in the Kizumonogatari trilogy are out of this world.
