Namor was the not first to actually speak "Imperius Rex!", when it was finally spoken on page it was used by Lord Vashti in issue #77, then Namor, then Lady Dorma. Since then it's been Namor's catchphrase.
Imperius is a word Stan Lee made up. It's close to Imperious or Imperium which have different definitions. Rex means King in Latin.
