In the manga, Gear Second simply shows Luffy emitting a large quantity of steam. There is no change of skin colour or highlights. I for one always quite liked the stylistic approach of the anime, as it showed his body literally heating up and turning his rubber skin smooth.

I made a comparison of the current One Piece CD Midori Matsuda and Noboru Koizumi, the show's first character designer. Koizumi was long gone by the time Matsuda came into the picture and yet you can't help but feel certain similarities between them, especially in the jawline.

I find it funny how Koizumi hasn't really changed his approach to One Piece in over 10 years of absence from the series. Old habits die hard I suppose.
