Problems in an Age of Decadence are obvious, but there are schisms that make solving problems very difficult to impossible. Society lacks self-sacrifice & courage to defend itself from collapse internally or externally from another society in its Age of Pioneers/Outburst.

Once conquest is over, the Age of Commerce ensues. The goal of this era’s people is to create more wealth, and that takes precedence over everything else. This is also when values start shifting from the self-sacrifice of the Pioneers to self-interest.
