On the serious tip, this is Padudu from Magical Play. I haven't post her yet, but she wears a fish costume and is from a land called "Sea Heaven." And yes, the story involves her wanting to become a magical girl and winning contests for this role. 🙃 🤣

Also, Kinu Nishimura is who worked on the art for Risuka. I did think before that I'd like to see Nishimura design magical girls before and didn't recall this. Anyway, her character designs for 999 and King Gainer are some of my favorites.
