With the hair, I do the same thing as with the skin, only using dark tones for the shadows, for the brightness I use a very light color and I make lines of different sizes to later blur them with the nyan brush but only blurring the beginning and end of the lines for this effect

(this is extra but I like doing it!)
If your character has colored nails, what I do is use the base color and in another layer (in add mode) put details to blur them and they look like this!

(trust the process)
first have your base colors on different layers, on a clipping layer to use a warm toned color, then blend with the brush (nyan) repeat this process but with a cool toned color
I use several times the combination of (Pink+Blue) to do this!
