Mythic Moon time, so I've always kinda gone with the idea that even though she has a normal horse style tail, the bones of her tail are more like a classic unicorn's. Allowing her control of it's movement besides the end of the tail.

I give you, Lanhua, my Kitsune Bladesinger who uses magic to paint color onto her fur/hair. Her fur/hair turns black with a new moon and white while sitting white during other phases. Though she doesn't paint it during full moons.
