Drawings aren't ALWAYS ugly in APC when they're of other characters; Katie Rice's girls are cute when they're drawn faithfully and I think Dr. Mr. Horse looks pretty appealing in certain shots (though Ren doesn't, jeez).

There's still a lot of skill in the drawings, they're just ugly. Even when the characters freak out in the original show they still generally have some appeal to them, and the standing-around drawings in APC are pretty ugly. Appeal is subjective but a change definitely occurred.
