I wanted to draw this character for a while now. I'm glad I finally got to draw him. He Gentleman Starkey from (Fox’s) Peter Pan and The Pirates. It is a cartoon show made in the early 90s. I watch the episodes online months ago and I love this character.He reminds me of Waluigi
