To become hellknight you have to petition to join the order or through patronage of serving Hellknight.
Some veteran Hellknights are allowed to train initiate in the field. Those who want to join are called armigers.
Training lasts around 3 years, and then you have to pass a test

The Measure is a massive codex of laws, duties, and crimes. It serves as a guide to an ideal ordered society.
The Chain is a philosophy, which is based on three virtues: order, discipline, and mercilessness.
And to help you strictly follow tenets - there is Reckoning.
