This is just a HC but I like the idea his left eye is just a glass eye and that´s why he covers it.
However, I think it illustrates his hidden motives and dubiousness pretty well.
As if he was keeping a part of himself hidden.

In a similar fashion, Xiao´s collar and scarf thingie.
Like... that looks like a very fitting thing for a bloodhound that has been claimed and leashed.
