Pokemon Arceus legend can also mean that not all Pokemon will be available, at least Pokemon that gather to certain place like Muk, the world doesn't seems toxic back then.
Or even Pokémon that was created by human.
The Master Ball/Porygon/Mewtwo will certainly not be available.
