Brackets for all of my games are region-locked to NA and SA. All of it. Except for Samurai Shodown 3.
I'd be doing a disservice to the Samsho 3 community I know and love to run it as anything but a global event.

Samurai Shodown V Special has the most confusing throw design I've ever seen (overlaps with hop, works by proximity but *also* has a startup and whiff if you dodge it, has guard point??) but it's in a fantastically deep game.

You could probably discount a few more for being slow setup tools or short range "projectiles" but that's still 60% of the cast
a discord was talking about organizing characters in a fighting game by tags like "fireball" or "command grab" (a neat idea tbh).
I just thought about how many samsho characters technically have a fireball...
