The damage and healing that Expiated applies both scale with difficulty automatically.
There are some slight differences between the versions that heroes and enemies apply.

Amberblight applies a short debuff after every action that the enemy takes. This debuff scales with difficulty automatically.

Disorienting blast is now "Amber Blast", and now applies Amberblight instead of stunning.
