If CD happened before 2, what if Eggman used the Time Stones to travel to a Bad Future where he took future tech back to the present to complete Metal Sonic. Upon losing in CD, Metal was stranded on Little Planet and Eggman's robots in 2 are his attempt at recreating Metal.
