@dro128 For stage 4 i think Vegeta didn't have enough power or he realized that it's useless to go beyond stage 2. But i personally think he didn't have enough raw power. Also in the manga Vegeta doesn't power down like you see in anime but Trunks does state that Vegeta knew.
@dro128 My own theory is that Vegeta knows how to master SS1 but it takes a lot of concentration and energy to stay in Super Saiyan form like Piccolo stated. And like Goku said to much training won't do your body any good.
@dro128 I think he did as shown in the manga but i think they wasted too much time the first time training in the Rosat to make any real progress. Vegeta and Trunks also stay in base form after the second time Rosat and they also don't use stage 2 after they lost to Cell in the manga.
Gohan's new form is already revealed.

My guess is that the Red Ribbon will kidnap Piccolo and modify his ass. That's where he gets his new power up from.
