This isn’t exclusive to Goku either, it’s done to pretty much anyone with hair (I mean, that is how hair works after all)

It’s just more prominent/iconic for Goku (& Goten) because his hair shape. The messy hair for Goku specifically is very fitting given his personality

One of my favorite aspects of Goku’s design are those tiny strands of hair that stick out

It’s such a small thing but somehow adds a lot of charm to the art of him

Oh, so that’s why he had a tail. He is Goku’s long lost brother from space.
