It's called Waku Waku 7 because it's an exciting (TL note: waku waku is Japanese onomatopaeia for excitement) fighting game starring seven playable characters. See, its clever.
This is, of course, a game mostly made of footage from two different Lupin III films. LaserDisc games are sometimes weird like that.
