Admittedly I'm still fucked here for having a horn, but from what I understand these styles are already in-game and were skipped over in favor of.... fucking Nier's 2B's hair? For some reason?

They definitely chose to only technically™ fulfil the promise.

Instead of making a single new hairstyle for an entire playable race, their solution was just to take the generic ones and add these weird patches to make the ears "make sense" even though the hair has clear continuity past the spot anyway.
