This is Cullen the vulture. His eyes are dark because he is affected by a Bane curse. His parents were kinda assholes and angered lots of people, including a mage who cast a curse on them while the mother was pregnant, so he got cursed as well even if he wasn't a target.
He almost died on a car crash and had his left arm and part of his leg amputated, but got them replaced by magic-electronic robotic parts. He now studies technomagic medicine because he wants to contribute to the science that saved his life. https://t.co/N5a5gPzrt7
