Not arguing here, just wanted to add that there are stories that take place in western countries, like Attack on Titan and Kuroshitsuji. This blonde character you showed is from Kuroshitsuji. It takes place in victorian England so the characters are mostly white.

Both female and male mangaka can provide fanservice for straight men (and gay women) and straight women (and gay men) no matter the demographic. I mean, even if the demographic is shounen, if you make hot males, you're gonna attract female readers too, and vice versa.
