The top red part that is sticking out is Kanmuri this is taking after the Emperor of the Japanese. The hidden meaning to this is Hyoutoukoku wanting to prove itself as equal to that of Japanese emperor. And the 3 stripe above it's the Mandate of Heaven.

While for the headdress is based on the top of a samurai helmet but are redesign for administative purpose. The bird on top is the seagulls, Because for sailor, seagulls is a sign that shore is close and for a maritime nation like Hyoutoukoku it's easy to understand why Seagull-
