Going from the Joker 3100 artbook, presumably Shigemi Ikeda (Sunrise veteran who worked on most of their 80s and 90s anime) would have been the art director for the OVA. All the background art in this artbook was Ikeda's.

The GTM Mk-III "Dharmas" (Bang Doll) made its manga debut last month, and one of the features of the design is its Prowler Fighter transformation. Nagano has stated in older interviews that the MH Bang Doll was based on the L-Gaim Mk-II. This GTM version is an extension of that.
