I tried watching some stuff online and re-painted Seff's hair, but I'd like some opinions.

Any artists out there have any pointers, or links to good tutorials on how to paint good hair? I like how everything else has turned out on this pic so far, but I need to repaint this. It admittedly looks pretty trashy. 😞

There's this old anime from like back when I was in high school called Hyper Police. I have not been able to find fansubs of it or anything. Checked online, and like just one of the DVDs (4 out of 25 episodes) is a good $50 nowadays.
