After this panel we only see him appear as his N52 version up until the ending. (Cont.)
So this one has me a bit confused, I'm sure this outfit just slipped my mind though. His cloak in longer, then normal, and he doesn't have the point on his hood, so its not exactly his classic look. However I'm guessing, its supposed to be? (Cont.)
The next time we see him, he looks like his N52 version of himself. He is standing in front of The JSA Headquarters, and inside we actually see a picture of him with the rest of The JSA, so this confirms he was apart of The JSA. (Cont.)
So in Infinite Frontier #0 we see The Spectre obviously, but he doesn't always look the same. Through out the entire book. Here we see him in his classic look. (Cont.)

@DCsDoctorFate Unfortunately I feel like the LoO have very inconsistent lore.
However according to Ostrander, his power is second only to of Aztar, and that’s because The Presence also created The LoO and presumably The LoC as well.
