IIRC, the redhead in the cap was supposed to be one of the new "next gen" teen regulars introduced in Funky Winkerbean's 2nd time skip after Lisa's death, before disappearing into the background when Tom Batiuk realized he didn't know how to write teenagers anymore.
I think a lot of it comes down to the adapted character designs by Takeshi Tsuji (his only CD credit from a pretty small resume), simplified to prioritize production while sacrificing visual appeal (ironic because the show's promo and merch artwork is often quite nice).
