Then there's Chisaki. Whilst I still feel a bit bad for just how mercilessly Shigaraki defeated him, Overhaul is still pretty damn vile.
All he cares about his guilt towards what he did to his father, but doesn't seem to hold any sort of guilt to the child he tortured.

Another part of Nagant's character that fascinates me is her morality. On the surface, she's pretty cruel to Chisaki, but as Deku realises later, she never intended to actually kill Chisaki.
She was a bright-eyed and kind woman who got caught in a corrupt system
Nagant's flashback is something the series desperately needed. Hawks' character began the discussion of the HPSC's morals, but Nagant brings it to a whole new level.
She's completely jaded and scarred because of the atrocities she's was told to do in the name of heroism
