In addition they can't do in house development, Bob Iger has explicitly stated this. They shut down not only their own game studio, but every game studio they've acquired in the last 20 years. They own some actual franchises through this but have done absolutely nothing with them
The problem with Disney wanting game studios to "Play with their properties" is they've created a terrible atmosphere around their game branding. Supposedly having massive restrictions around their IP's, and the controversies surrounding some of their recent titles doesn't help
