Concept art #commissions are a little more nebulous, and I would want to discuss details with the client. Typically I would charge $30/hour for work like this, exploring a character or environment's design with them. Best for stuff like #TTRPG characters or locations or OC design

Custom small graphic art #commissions like icons or emotes can range between $30 and $60 depending on how difficult/detailed the subject is. (Or more if you're asking for multiple subjects etc) Simple Color.
