Is there a relationship between the economy, crime rate and prisoners?

Definitely YES, I wouldn't be surprised to find majority of prisoners are poor people who committed minor offences & wouldn't be incarcerated had they been able to afford a lawyer (or a judge)

With the recent crackdown on PSV's, several things come to mind:
1. Is it a diversion tactic?
2. Given the ownership of matatus by cops, is the crackdown genuine?
3. Has someone imported parts (seatbelts, speed governors etc), awaiting for the crackdown?
