I do find it funny that Saedi's breasts are so big and her arms are so short that she's completely forced to rest her elbows on her breasts and do everything on top of them.

Back to the Chako boob thing, she's the only ADULT female mimiga in Cave Story, but it can be assumed that having boobs is probably normal for an adult mimiga, unless she's just monstrously busty for her species.

Maybe this means ALL mimiga women are busty shortstacks?
