... but books are the thing! These two are a good start for a basic ID guide and an accessible 'explainer'.
I think these scattered orange-brown spots are the 'uredinia' of a Puccinia species: stage II in the rust fungus's life cycle.
(A single species of rust fungus can produce up to FIVE different spore types. When I first heard this I was like 🤯.)
