I created the street using a smart object, which can be non-destructively scaled, warped, etc, and you can go into them and update their image! Super useful! Mine consisted of a smart object with a scalable "Pattern overlay" layer style, using my own tiling brick drawing
I came up with a way to create some good, albeit repetitious fog by:
1) Using filter>render>clouds in photoshop
2) Using this handy technique to make it transparent:

3) Creating a hand-drawn mask to shape the fog
4) Touching up with a soft round brush
Once I started rendering the buildings, I went into high detail mode, not my wisest decision but I was having fun working on probably the most elaborate illustration I've ever done thus far
A problem with my process manifested at this point; my reluctance to simplify. As I began rendering the background I realized as I drew this lantern and planned the buildings that I was setting up for a LOT of work
We agreed the piece was missing yharnamites in the streets so I roughed them in and painted the brick archway using a pack of free gouache photoshop brushes (something which I had little experience with and some trouble utlizing) The blue characters were for scale
I moved forward with refining the drawing, adding the astral clocktower to the skyline at Lilith's request. We briefly entertained the idea of a green tint to the fog to match early project beast footage, but ultimately decided against it
