I feel like Penny was suppose to have the Dragon Eeveelution but they never did it. Her hair SCREAMS Dragon type as that's was the exact colors for the icons back in the day AND she gives you freaking DRACO METEOR after beating her!! LIKE C'MON MAN!!! Just make Drageon already!!!
