If you going to argue against people who literally work in the anime industry and say they're wrong about how anime is made then try arguing against an episode of anime from 20 years ago that says the exact same thing they do.

Yes 2014, the true annus horribilis for Toei Animation had Happiness Charge Precure have 8 episodes outsourced.
The two studios involved here were A-line (Ep.13, 21, 30 and 39) and Asahi Production (Ep.18, 26, 34, 42)
Even that is less than DePaPre's 10 currently!
Tropical Rouge! Precure had 6 episodes outsourced out of 46 and marks a bit of a turning point in Precure outsourcing as Studio Gallop joined in as an outsourcing studio fresh from their work on Digimon

Masahiro Yokotani has been a scriptwriter on anime since the mid 90s and is well established anime writer.
He held the Series Composition on Keroro Gunso, Free! and Re-Zero before being invited on to work on Tropical-Rouge! Precure.
He never wrote for Precure before that season
Fumi Tsubota is well known for her scriptwriting on the Pretty Rhythm Series but had written for two seasons of Precure becoming the Series Composer on HuGtto Precure.
Is currently holding the role on Waccha PriMagi as of this year.
Toshiya Oono was primarily a TV Drama writer before entering the anime industry on Suite Precure. He had never written an episode of anime before Suite Precure Ep.1.
Not even joking there.
Atsushi Maekawa was also an estabished anime writer, getting his start on Dragon Ball Z he had the Series Composition role on multiple anime before Fresh Precure.
Despite writing for a few episodes of Doremi, he'd never written on Precure before Fresh.
Yoshimi Narita is an estabished anime writer since the late 90s and held the Series Composition role for Beet the Vandel Buster before taking on Splash Star from Ep.14.
She would go on to have the role for the most seasons of Precure (Splash Star, Yes! 5, GoGo and HapCha)
