mechs with discrete stoppers tend to go and stay in special ops because their stoppers can be easily hidden when going under cover, and discrete stoppers can also appear on (or be installed on) more plating, thus, giving the mech more opportunities for stealth:
there are some mechs who have larger stoppers, but those types of stoppers are an obvious giveaway that the mech is special ops, and are difficult to hide, so most mechs who have natural stoppers that are too obvious dont tend to actually go into special ops:
