Tokiko is primarily associated with Noriko Shiina. The two are almost complete opposites, but Tokiko acts as both an older sister and mentor figure for Noriko, teaching her important lessons. She’s not afraid to scold Noriko when needed, but she clearly has a soft spot for her.

Tokiko is a very thorough and uncompromising person, from lessons to how she deals with the Producer. She doesn’t bow her head to seem more appealing to others, and doesn’t like to waste time; unless the Producer completely begs she won’t do something she thinks is pointless.
