She is the only one who can do this, who can reach him and bring out the good, the best of him, how Towa sees Riku.

Riku is a very conflicted person who doesn't like to feel vulnerable, he's survived by hiding true emotions. When Towa gets too close, he pulls back. Towa still tries to reach him though & doesn't allow him to pull away. This last time, Towa said, "Enough!"
