Siccus has a variety of leaders (it's an oligarchy), while Saccharine is a dictatorship. The first 3 characters (the animals) are/were the primary leaders of Siccus, while the human rainbow lady is the leader of Saccharine :)

Siccus (woody magenta) is the generic "apartments" of the afterlife, akin to limbo
Saccharine (rainbow fog) is an afterlife workplace, where souls are recruited to do a variety of work for Saccharine's leader
