Arbiter Ripa 'Moramee served as an agent of the Hierarchs and was instrumental in activating the fleet of Forerunner warships that had discovered on Trove. However, following the launch of these ships, he was killed in battle by Sergeant John Forge.

Ultimately, 'Moramee's ambition grew too great and led a failed coup d'état against his kaidon, resulting in his imprisonment. However, with the start of the Human-Covenant War, he was sought out by the High Prophet of Regret, who appointed him Arbiter.
