The comestibles shopkeeper in New Muldul and the buyer in Foglast actually share sprites. The shopkeeper's sprite is simply recolored and has a "doodad" slapped onto it. (Reconstruction highlighted in green, the doodad in red.)

The various small, abstract characters scattered around New Muldul actually originate from Mason Lindroth's attempts at "peripheral characters" from back in 2014. The final sprites are practically identical aside from shading and color.

In the various shops around the world of Hylics 2, many sprites of strange, coral-like growths are seen. These are lifted directly from Mason Lindroth's previous game, Asmosnos. Only a few are highlighted.

Initially, the blue “Recolored World” of Hylics 1 was to be entirely greyscale, containing offices and a bridge scene.
This may explain the greyscale coloration of some of the NPCs labeled “office.”

Presumably before Somsnosa was implemented as a character, a member of the Hylics party would be “Boxhead.” After he was replaced, his sprite would be retired to guarding bathtubs and such.
