And you're done! You can change the opacity of your sequin layer as you like - left is at about 60%, right is at 100. I kept mine bold to further emphasize them but the world is your oyster :)
Step 6: above all other layers (including your lines) and using neon colors, add sparkles! I also used the cyan in the upper right of those swatches to recolor certain sequins and create further variation. Set this layer to Add (Glow)!
Step 5: below your sequin layer and above your dress layer, create a hard light layer and shade the dress. I used that same dark teal and light yellow as earlier! Honestly, turn your sequin layer off to best visualize the dress itself.
Step 4: create a multiply layer that clips to your sequins and using the same teal as dark sequins, follow the contours of the body w/ transparent watercolor brush to create shading over the sequins and amplify the illusion of volume. Left is white to show path, right is w/color.
